With 'Borat' being such a huge phenomenon, it must have been really hard for Cohen to make a similar film without being "found out". He tried to make the same type of film again but had to find news ways to do it to "up the ante". Unfortunately this was a complete miss as most of the film comes off somewhat scripted. He relies, as you said, on the eccentricities of the Bruno character rather than the reactions of on-lookers and interviewees for his shock-value. This isn't what made Borat funny or ground-breaking. Sorry to say, but as you said, the "mockumentary" thing isn't going to work again.
